On March 23, 2010, President Obama signed the Affordable Care Act (ACA). The law puts in place comprehensive health insurance reforms that will roll out over four years and beyond. The timeline below lists different aspects of the law and when they will be effective.

2012

  • Medical Loss Ratio (MLR) Rebates
  • Patient-Centered Outcomes Research Institute (PCORI) Fee
  • Uniform Summary of Benefits & Coverage (SBC)
  • Women’s Extended Preventive Services With No Cost-Sharing

2013

  • Flexible Spending Account (FSA) contribution limit capped at $2,500
  • Medicare tax increase for high earners
  • No deduction for retiree drug subsidy
  • W-2 reporting on value of employee-sponsored health plans

2014

  • Elimination of Risk Adjustment Factors (RAFs)
  • Employer reporting requirements
  • Employer requirement for minimum essential coverage
  • Exclusions for pre-existing conditions prohibited
  • HIPAA nondiscrimination rules on wellness programs
  • Mandated levels of coverage
  • New fees for health insurance carriers
  • Prohibit benefit waiting periods beyond 90 days
  • Small group tax credits available only for plans in the Exchange
  • Small groups redefined as 1 to 50 employees (from 1 to 25)
  • State-based Exchanges for individuals and small groups

2016

  • Small groups redefined as 1 to 100 employees (from 1 to 50)

2018

  • 40% excise tax on high cost “Cadillac” health plans
